Mahjong Solitaire is the tile-matching puzzle, not the four-player game it borrows its pieces from. Tiles are stacked into a shape, and you clear them by matching identical pairs. A tile can only be taken if nothing sits on top of it and one of its sides is open.
The catch that gives the game its depth is that clearing a tile changes what is available underneath and beside it. A greedy match early on can bury the pair you needed later, so the skill is looking at which tiles are locked and working out what has to come off first to release them.
Clear the tiles that block the most others first. A tile sitting on top of two others releases both when it goes, which is worth far more than a match at the loose edge of the board.
Look before you match. When three or four tiles of the same symbol are free, matching the wrong two can strand the remaining pair under a stack. Check which of the identical tiles is most awkwardly placed and clear that one.
Work the upper layers down. Raised tiles block everything beneath them, so peeling the top of the stack open early gives you far more options for the rest of the game.
Do not rush the easy edge matches. Tiles at the open ends of a row will stay available for a long time, so spending your early moves on genuinely blocked areas is almost always better.

The deal itself is always solvable, because layouts are built by removing pairs from a full board and then dealt in reverse. Poor matching during play can still strand tiles.
